Penang Transportation Master Plan

The Penang executive council recently gave the green light to the ambitious RM27 billion Penang Transport Master Plan (PTMP) project’s delivery partner SRS Consortium Sdn Bhd to mitigate traffic congestion by 2030 and ensure Penang’s prosperity beyond 2050.

Penang Chief Minister, Lim Guan Eng says that “The TMP is an ambitious ‘big-bang’ approach towards facing the biggest challenge of both traffic congestion and public transport by adopting the approach of “moving people, not vehicles”. The TMP’s ‘big-bang’ approach combines air, water, rail and road to provide a “once and for-all” solution to mitigate traffic congestion.”

How does TMP change the property landscape in Penang?

Of course the highlight of the TMP is the LRT and monorail in Penang. As part of the state government’s effort to overcome traffic congestion, the LRT and monorail projects in Penang is approved. Penangites will now be able enjoy better public transport with this approval.

The railway scheme covers both the island and mainland, with one LRT and two monorail lines on the island, one LRT line across the sea linking both sides of Penang, and a bus rapid transit (BRT) system.

Local government exco member Chow Kon Yeow said the priority for the railway scheme will be the light rail transit
(LRT) line linking Komtar in the city centre of George Town and the Penang International Airport in Bayan Lepas. This project, he said, would be Phase One of the railway scheme and treated as a priority project. The construction of the LRT is expected to start in 2018 and take 6 years to complete.

How will this impact the property outlook?

According to Hong Leong IB Research said the Klang Valley experience had shown how property values were enhanced with better connectivity (roads, LRT, MRT).

“We expect the impact to be similar for Penang with the PTMP, if not better, given its more holistic approach.”
“Enhanced connectivity between the island and mainland should also narrow the price gap differential,” it said.

Infrastructure plays an important role in property’s value. Therefore we can expect the price for housing projects along the LRT lines and new bus routes will appreciate.

 

Penang Transport Master Plan For LRT

The proposed Bayan Lepas LRT line will be about 30 km in length with 27 stations running from KOMTAR to the future reclaimed islands in the south.

The 18km George Town-Butterworth LRT line will begin at The Light Station (on the Bayan Lepas LRT line) and terminates at Sg Nyiur Station for interchange transfer with Raja Uda-Bkt Mertajam Monorail line.

Penang Transport Master Plan For Monorail

For the 12.8km Ayer Itam Monorail, the alignment will start from KOMTAR and terminate at Paya Terubong with 13 stations. The transit line will improve transit reach to predominantly low- and medium-income residents in high-density neighborhoods in Ayer Itam and Paya Terubong areas.

The 7km Tg Tokong  Monorail line with 8 stations proposed to start at the KOMTAR integrated interchange station and terminates at Tg Tokong.

This monorail transit line will serve mixed commercial and residential developments along Jalan Burma, Jalan Kelawei, Gurney Drive and the Seri Tanjung Pinang townships.

Raja Uda and Bukit Mertajam are two higher intensity development areas in Seberang Perai. Raja Uda, an upcoming development area is located in the northwest region of Seberang Perai and lies beyond the KTM rail corridor. The proposed Raja Uda-Bukit Mertajam Monorail line will provide much-needed connectivity between Raja Uda in the northwestern region and Bukit Mertajam in the southeastern region of Seberang Perai.

Penang Transport Master Plan For BRT & Tram

Permatang Tinggi – Batu Kawan Line

The proposed BRT system is to link the mixed industrial-commercial and residential townships to the nearest KTM station at Simpang Ampat and also the Raja Uda–Bkt Mertajam monorail which terminates at Permatang Tinggi.

In compliance with the heritage guideline, the tram line within World Heritage Site will be at-grade (on-ground) and feeds into the KOMTAR interchange station to seamlessly integrate with the Bayan Lepas LRT and the two monorail lines.

The George Town Tram line is a revival of a pre-independence feature in the historic George Town area, making it a truly unique tourist attraction at strategic points of interest. The almost 2km tram line with six designated stops will begin at KOMTAR and end at the Swettenham Pier Cruise Terminal.
