What Is Affordable House?

Housing provision for all in any country is very crucial in order to ensure social- economic stability and to promote national development. Therefore the Malaysian government also has introduced the low to medium cost housing categories in order to help people to get the firrst home with affordable price. To purchase an affordable house, there are certain
requirements need to be fulfilled.


Perbadanan PR1MA Malaysia was established under the PR1MA Act 2012 to plan, develop, construct and maintain high-quality housing with lifestyle concepts for middle-income households in key urban centres.

Priced between RM100, 000 to RM400,000, PR1MA homes come in various types and sizes within an integrated community; sensibly designed to suit different household needs. PR1MA is earmarked for development in key strategic urban areas nationwide and is open to all eligible Malaysians.

Here are some basic requirements to become homeowner PR1MA:
- must be a Malaysian citizen;
- single or married, aged 21 and above;
- individual or combined household income (husband and wife) between RM2, 500 to RM7, 500; and
- possesses no more than 1 property (either applicant or the spouse), if any.

However, the eligibility and requirements still controlled by the State Government, such as in Penang and Rumah Selangorku.

Affordable Housing & Requirements In PENANG


2016  Re-branding Affordable Housing in Penang

Penang State Government re-branded low-cost and low-medium-cost houses to affordable housing types A and B. Affordable housing is now categorized based on price point as picture show on your left.

Criteria To Meet For Affordable House In PENANG

  • You must be a Malaysia citizen
  • You must be a registered voter in Penang and met one of the following criteria:
    i) Penang-born working in Penang
    ii) Residing in Penang for at least 5 years from the date of application
    iii) Bachelor degree holder or diploma with a minimum 2 years work experience (talent & skilled category)
  • Aged 21 years and above as at the date of application.
  • Total household (husband and wife) income not exceeding RM12,000 per month.


  • For Low Cost/Low Medium Cost applications, the applicant and spouse must not own any property in any state in Malaysia
  • For Affordable Housing applications, the applicant and spouse must not own any property in any state in Malaysia with the following exception:
    (i) The property that the applicant currently owned is a LMC or LC home, or
    (ii) The property that the applicant currently owned must be purchased after 2008 and not more than the price of the affordable housing unit intended to be purchased.
  • The property that the applicant currently owned is a LMC or LC home, or The property that the applicant currently owned must be purchased after 2008 and not more than the price of the affordable housing unit intended to be purchased.

Talent & Skilled Groups

Privilege to these 2 groups people:
(i) Knowledge workers with Degree qualification or Diploma holders with minimum of 2 years of working experience from any recognized institute of higher learning.

(ii) Talents must also be employed by companies registered and operating their businesses in Penang.

To apply under “Priority Affordable Housing Scheme for Talent & Skilled Group”,

1. Employee must submit completed PN1 Form to either:
(i) Bahagian Perumahan Pulau Pinang (KOMTAR L3), or
(ii) directly to the developer of choice housing project

2. Employer may recommend employee for this priority scheme by submitting Certification Letter & Recommendation to investPenang.

3. InvestPenang will vet through company’s recommendation and forward the endorsed Recommendation Letter to State Housing Division.

4. Successful applicant needs to produce Statutory Declaration to work in Penang for a continuous period of 5 years from the date of S&P.

Note: The application is subject to approval

Open Market Units 

In order to stimulate the development of affordable housing, it has also been decided that 30% of the units in any particular 100% affordable housing project may be sold to the open market, with the following condition:

  • The units are to be sold at 10% above the controlled price in South West, SPU, SPT and SPS districts.
  • The units are to be sold at 20% above the controlled price in North East district.
  • The purchaser has to be a registered voter in Penang
  • The purchaser can only purchase one such affordable housing unit
  • The said unit cannot be sold within 5 years from the date of vacant possession.

Rumah Selangorku

The Selangor State Government has introduced ‘Rumah Selangorku’ as part of the provision of low-cost, low-medium and medium-cost housing since 2000. The main objective of the policy is to achieve the aim of ‘A family, a perfect home’ and to ensure that every individual or family is able to own a good, safe and conducive home.


How to apply:

  1.  Online application through website
  2.  Applicants are allowed to choose only one type of property during the time of application — Type A, B , C or D.
  3.  Validity period for each application registered in application of registration system (SPPRS)  and application of registration system for shops/affordable housing industry (SPPK)  is two years. At the end of that period, pending application data will be removed from the system bids and the applicant must make a new offer if they are still interested in applying for ‘Rumah Selangorku’ or the affordable home/shop industry.
  4.  All application statuses can be checked via the LPHS website.

Rumah Selangorku Application Requirements According To “Type”:

Documents to ready:

  1.  A copy of the identity card of the applicant and spouse;
  2.  Copies of identity cards or birth certificates of children/dependents;
  3.  Copy of the Marriage Certificate/Marriage Register/Letter Divorce/Death Certificate of spouse;
  4.  Single Confirmation letter from employer or Commissioner of Oath for self-employed applicants who are not married;
  5.  The latest pay slips or income verification from the Commissioner of Oaths if self-employed;
  6.  Statutory declaration from the Commissioner of Oaths, if the spouse is unemployed;
  7.  EPF statement (if any); and
  8.  A copy of water bill or electricity bill.
